Brief Description
The Southern Distributor Road (SDR) is specifically identified in the Cork Metropolitan Area Transport Strategy (CMATS) as one of a limited number of new road-based projects required to facilitate the sustainable movement of people, goods, and services, and to complement public transport, walking, cycling and traffic management objectives.
The Southern Distributor Link Road (SDLR) is a critical component of the SDR and is a proposed new road link between the N27 Kinsale Road and Sarsfield Road with the potential to also link to the N71 Bandon Road via Lehenaghmore and Spur Hill and could also provide enhanced connectivity to Cork Airport with a potential secondary access point.
The SDLR will seek to support a multi-modal function, catering for public transport, walking and cycling in addition to private motorised traffic and address the following objectives:
- Provide access to ‘open-up’ planned development lands;
- Provide walking and cycling linkages;
- Provide access and priority to public transport routes;
- Cater for orbital public transport provision;
- Support lower speeds and facilitate the concept of legibility using the design principles of the Design Manual for Urban Roads and Streets;
- Facilitate the removal of through traffic from Cork City Centre; and
- Facilitate the removal of local traffic from strategic road routes.
To achieve these principles, the cross section of the SDLR will cater equally for walking, cycling, public transport and car traffic.
FT Responsibilities
Cork City Council (CCC) have engaged the services of Fehily Timoney and Company and Clandillon Civil Consulting Ltd. (FTC) to undertake a route selection process for the Southern Distributor Link Road (SDLR). FTC will provide consultancy services for the delivery of Phases 1-2 as per the National Transport Authority’s (NTA) Guidelines for the Management of Public Transport Investment and Cost Management Guidelines and Phases 0-1 of the Department of Public Expenditure and Reform’s (DPER) Public Spending Code 2019 in line with the Department of Transport’s Common Appraisal Framework for Transport Projects and Programmes.
The requirements of the appointment will be to:
- Progress the SDLR through Phases 1 and 2 of the projects as set out in the NTA’s Project Management and Cost Management Guidelines and Phases 0-1 of the DPER’s Public Spending Code 2019.
- Carry out the Options Appraisal Process to select a preferred route for the SDLR with emphasis on sustainable transport infrastructure.
- Identify the preferred route for the proposed road thereby providing certainty with regard to the planned development of adjoining areas.
- Provide an estimate of the likely overall cost of the scheme to inform the next phase/s of its delivery.
- Provide a Project Execution Plan to provide for the full provision of the proposed road and its associated works.
FT is also undertaking the role of Project Supervisor for the Design Phase in accordance with the Health and Safety Regulations.
